عن أملاك: أملاك هي شركة رائدة في مجال التطوير والتسويق العقاري، تركز على تقديم حلول عقارية مبتكرة ومجتمعات متكاملة قائمة على الجودة والقيمة المضافة.   وصف الوظيفة ·      مهندس أول للمشتريات والعقود مسؤول عن إدارة ودعم أعمال المشتريات وطرح المناقصات والأنشطة التعاقدية ضمن مشاريع التطوير العقاري. ·      يشمل الدور دورة المشتريات بالكامل، بدءًا من تحديد المتطلبات، وإعداد وثائق المناقصات، والبحث عن الموردين، وتقييم العروض، والتفاوض، والترسية، وصولًا إلى إدارة العقود، والمتابعة التجارية، والتغييرات، وإغلاق العقود. ·      يتعاون شاغل الوظيفة بشكل وثيق مع إدارات إدارة المشاريع، والتصميم، والهندسة، والتكاليف/الشؤون التجارية، والمالية، وغيرها من الجهات الداخلية، بالإضافة إلى الاستشاريين والمقاولين من الباطن والموردين، لضمان تنفيذ حزم الأعمال الشرائية وفقًا لمتطلبات المشروع، والميزانيات المعتمدة، والمواصفات، والجداول الزمنية، والالتزامات التعاقدية. ·      كما يُتوقع من شاغل الوظيفة المساهمة في تحسين التكاليف، والهندسة القيمية، وإدارة المخاطر التجارية، وتحقيق الأداء الفعال للمقاولين والموردين، مع المحافظة على مستويات الجودة المطلوبة وأهداف تنفيذ المشاريع.   المسؤوليات الرئيسية ·      إدارة حزم المشتريات بدءًا من تحديد المتطلبات وحتى طلب عروض الأسعار/المقترحات (RFQ/RFP)، وطرح المناقصات، والتقييم، والتفاوض، والترسية، والتوريد. ·      مراجعة جداول الكميات (BOQs)، والمخططات، والمواصفات، ونطاقات العمل، ومتطلبات المشروع قبل طرح المناقصات. ·      البحث عن المقاولين والمقاولين من الباطن والموردين، ومقدمي الخدمات، وتأهيلهم، وتقييمهم. ·      إعداد وتقييم المقارنات الفنية والتجارية للعروض، بما يشمل فجوات نطاق العمل، والاستثناءات، والتحفظات، والانحرافات. ·      قيادة المفاوضات التجارية التي تشمل الأسعار، وشروط الدفع، والتوريد، والضمانات، والشروط التعاقدية. ·      إعداد توصيات المشتريات، وأوامر الشراء (POs)، والعقود، ووثائق الترسية ذات الصلة. ·      مراجعة وإدارة العقود، والتغييرات، وأوامر التغيير، والمطالبات، والأعمال الإضافية. ·      متابعة أداء المقاولين والموردين، والالتزامات التعاقدية، والجداول الزمنية للتوريد، والالتزامات التجارية. ·      دعم إعداد ميزانيات المشاريع، وتحليل التكاليف، والمقارنات المعيارية، والتنبؤ باحتياجات المشتريات. ·      تحديد فرص خفض التكاليف والهندسة القيمية دون التأثير على الجودة أو متطلبات المشروع. ·      تنسيق أنشطة المشتريات مع إدارة المشاريع، والتصميم، والهندسة، والتكاليف/الشؤون التجارية، والمالية، والاستشاريين. ·      الحفاظ على سجلات متابعة المشتريات، وسجلات المناقصات، والمراسلات التعاقدية، وتقارير التكاليف، والتقارير الإدارية. ·      تحديد مخاطر المشتريات والعقود والمخاطر التجارية ومخاطر الجدول الزمني، والتوصية بالإجراءات المناسبة للحد منها.   المؤهلات ·      متحدث باللغة العربية. ·      درجة البكالوريوس في الهندسة المدنية/الميكانيكية، أو الهندسة المعمارية، أو خدمات المباني، أو حصر الكميات، أو تخصص ذي صلة. ·      خبرة من 4 إلى 6 سنوات في مجال ذي صلة، في قطاعات الإنشاءات، أو التطوير العقاري، أو المقاولات، أو الاستشارات، أو مشتريات المشاريع. ·      خبرة قوية في المشتريات، والعقود، والتقييم التجاري، والمفاوضات. ·      فهم جيد للمخططات الإنشائية، وجداول الكميات، والمواصفات، والعقود، والتغييرات، والمطالبات. ·      معرفة بحزم أعمال المشتريات المدنية، والمعمارية، والميكانيكية والكهربائية والصحية (MEP)، وخدمات المباني. ·      مهارات قوية في التحليل، وتحليل التكاليف، والتفاوض، وحل المشكلات. ·      إجادة استخدام Excel وMicrosoft Office وأنظمة تخطيط موارد المؤسسات (ERP) وأنظمة المشتريات. ·      إجادة اللغة العربية واللغة الإنجليزية تحدثًا وكتابةً بصورة مهنية. Role Description ·      The Senior Procurement & Contracts Engineer is responsible for managing and supporting procurement, tendering, and contractual activities across real-estate development projects. ·      The role covers the full procurement cycle from requirements definition, tender preparation, sourcing, bid evaluation, negotiation, and award through contract administration, commercial follow-up, variations, and closeout. ·      The position works closely with Project Management, Design, Engineering, Cost/Commercial, Finance, and other internal stakeholders, as well as consultants, contractors, subcontractors, and suppliers, to ensure packages are procured in accordance with project requirements, approved budgets, specifications, schedules, and contractual obligations. ·      The role is expected to contribute to cost optimization, value engineering, commercial risk management, and effective contractor/supplier performance while maintaining the required quality and project delivery objectives. Key Responsibilities ·      Manage procurement packages from requirement identification through RFQ/RFP, tendering, evaluation, negotiation, award, and delivery. ·      Review BOQs, drawings, specifications, scopes of work, and project requirements before tendering. ·      Source, prequalify, and evaluate contractors, subcontractors, suppliers, and service providers. ·      Prepare and evaluate technical-commercial bid comparisons, including scope gaps, exclusions, qualifications, and deviations. ·      Lead commercial negotiations covering pricing, payment terms, delivery, warranties, and contractual conditions. ·      Prepare procurement recommendations, POs, contracts, and related award documentation. ·      Review and administer contracts, variations, change orders, claims, and additional works. ·      Monitor contractor and supplier performance, contractual obligations, delivery schedules, and commercial commitments. ·      Support project budgeting, cost analysis, benchmarking, and procurement forecasting. ·      Identify cost-saving and value-engineering opportunities without compromising quality or project requirements. ·      Coordinate procurement activities with Project Management, Design, Engineering, Cost/Commercial, Finance, and consultants. ·      Maintain procurement trackers, tender records, contractual correspondence, cost reports, and management reports. ·      Identify procurement, contractual, commercial, and schedule risks and recommend appropriate mitigation actions. Qualifications ·      Arabic Speaker. ·      Bachelor's degree in Civil/Mechanical Engineering, Architecture, Building Services, Quantity Surveying, or related discipline. ·      4-6 years of relevant experience in construction, real-estate development, contracting, consultancy, or project procurement. ·      Strong experience in procurement, contracts, commercial evaluation, and negotiations. ·      Good understanding of construction drawings, BOQs, specifications, contracts, variations, and claims. ·      Knowledge of civil, architectural, MEP, and building-services procurement packages. ·      Strong analytical, cost-analysis, negotiation, and problem-solving skills. ·      Proficiency in Excel, Microsoft Office, and ERP/procurement systems. ·      Professional written and spoken Arabic and English.
