Senior Analyst – Payments Operations
The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.
CBUAE is seeking a seasoned and highly motivated professional to join the Centralised Operations function. The successful candidate will be responsible for monitoring and overseeing the processing activities of CBUAE payment systems, ensuring their smooth, efficient, and resilient operation.
The role will also support the development and implementation of new payment products, payment rails, and technology solutions related to the payment systems infrastructure. In addition, the role holder will undertake designated operational activities to ensure agreed service standards are achieved, operational risks are effectively managed, and CBUAE policies, procedures, and applicable international standards are consistently maintained.
Core Responsibilities
* Perform daily monitoring of CBUAE payment systems to ensure smooth and accurate processing.
* Monitor, analyse, and continuously improve operational processes across payment systems to enhance efficiency, reliability and service delivery.
* Ensure that work is completed accurately, on time and in adherence will all specified CBUAE processes and cut off times as per the procedures and processes.
* Identify and escalate the disruptions, delays, or errors in the payment system processing to IT/Management.
* Maintain system resilience and business continuity for financial market infrastructure.
* Identify and suggest improvements to new and existing processes / procedures / systems.
* Participate in the evaluation and implementation of new or upgrades to existing payment systems, including the performance of robust UAE in accordance with CBUAE standards.
* Proactively participate in system testing, user acceptance, and transition activities to support the successful deployment of new solutions and enhancements.
* Support audits and operational reviews relating to banks, payment systems and payment system operators, as required.
* Provide appropriate back-up coverage for colleagues during periods of absence including annual leave, training, or sickness.
* Undertake duties outside the scope of this Job Description at a similar or higher level as required by line management.
* Undertake delivery of designated activities in order to provide an effective service to the LFI’s, Ministries and internal CBUAE users in accordance with agreed service standards.
* Provide the data elements from system or IT to internal team to meet and maintain compliance with International Standards (e.g. PFMI) as well as CBUAE Policies and Procedures.
* Ensure effective support rendered to the LFI’s in all payment system issues/queries. Address and resolve issues promptly and effectively, escalating to Senior Management where relevant to do so.
* Provide support and testing of all the test specifications and performing the testing before rolling out systems to the LFIs
* Provide UAT support and training to facilitate the successful onboarding of LFIs onto CBUAE payment systems.
* Training users of the LFIs and creating of the user guides.
* Identifying of enhancements, documents to current payment processing issues reported
* Liaise with IT, vendor partners, internal stakeholders to ensure operational systems requirements and implementation.
* Undertake other duties of a similar nature and level, as assigned by line management.
Self-Management Responsibilities
* Define performance goals in consultation with the reporting manager and take accountability for achieving agreed objectives throughout the performance cycle.
* Identify individual training and development requirements in consultation with the reporting manager, and participate in agreed development activities.
* Continuously develop the competencies, technical knowledge, and professional skills required to perform the role effectively.
* Keep abreast of relevant industry developments, emerging technologies and current issues through continuous learning and professional development.
Qualifications and Experience
* Bachelor’s degree in Business Administration, Finance or another relevant discipline
* Minimum of four (4) years of relevant experience in similar role / position.
* Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
* Strong analytical and organisational skills.
* Excellent written and verbal communication skills.
