COMPANY DESCRIPTION
BLACKBULL LAW HOUSE, a corporate legal and LegalTech organization working under the strategic framework of the BLACKBULL Chamber of Investment, is developing an Indo–UAE platform integrating legal management, investment structuring, asset management, project finance, institutional fundraising, banking relationships, and corporate development.
The project is currently in its pre-revenue development and capitalization stage. BLACKBULL is seeking to establish a Dubai-based investment and financial management platform capable of connecting eligible Indian companies, projects, business assets, and investment opportunities with UAE and international capital.
BLACKBULL is therefore seeking an experienced Chief Investment Officer (CIO) who understands not only investment management but also the practical execution of fundraising, banking, asset-backed finance, institutional credit, project finance, and cross-border investment.
ROLE DESCRIPTION
The Chief Investment Officer will be responsible for developing and leading BLACKBULL's overall investment, fundraising, asset-management and capital strategy for its Indo–UAE platform.
This is not a conventional portfolio-management position for an already-capitalized investment company. The CIO will join a pre-revenue project and will be expected to contribute directly to building the financial architecture, investor network, asset portfolio, banking relationships, funding channels, and institutional credibility required for commercialization.
The CIO must understand how to convert businesses, projects, assets, contractual revenues, and corporate opportunities into bankable and investable transactions.
PRIMARY RESPONSIBILITIES
The CIO will be expected to:
- Develop BLACKBULL's overall investment and capital-allocation strategy.
- Lead fundraising from family offices, institutional investors, private equity, private credit, strategic investors, corporate institutions and other eligible capital providers.
- Establish relationships with banks, financial institutions, funds and investment platforms in the UAE, India and international markets.
- Develop strategies for project finance, acquisition finance, structured credit, asset-backed finance, equity investment and corporate credit.
- Evaluate Indian companies, assets and projects for potential financing or investment.
- Build and manage a pipeline of investment-ready projects.
- Develop asset-management and portfolio-management frameworks.
- Coordinate financial modelling, valuation, risk assessment, due diligence and investment analysis.
- Lead investor presentations, investment memoranda, funding proposals and institutional negotiations.
- Negotiate term sheets and commercial investment structures.
- Establish investment monitoring, reporting and portfolio-performance standards.
- Work with legal, tax, banking, compliance and finance professionals to structure cross-border transactions appropriately.
FUNDRAISING & CAPITAL FORMATION
A major mandate of the CIO will be to develop BLACKBULL's institutional fundraising capability.
The successful candidate should understand how to raise and structure capital through appropriate combinations of:

The CIO should have the ability to identify suitable investors, initiate institutional relationships, manage negotiations and coordinate transactions through due diligence and financial closure.
Preference will be given to candidates who already maintain meaningful relationships with UAE/GCC investors, family offices, banks, private credit funds, investment companies, institutional investors and international financial networks.
ASSET MANAGEMENT & PORTFOLIO DEVELOPMENT
The CIO will establish a disciplined framework for identifying, evaluating and managing assets and investment opportunities.
Potential portfolios may include operating businesses, commercial and industrial assets, corporate projects, infrastructure opportunities, acquisition targets, revenue-generating businesses and other eligible assets.
The CIO must understand:

BANKING & CREDIT EXPERTISE
Strong banking knowledge is essential.
The CIO should understand how banks and financial institutions evaluate borrowers, sponsors, collateral, business cash flow, DSCR, leverage, security coverage, creditworthiness and repayment capacity.
The position requires practical knowledge of:

The CIO should be capable of determining whether a project is genuinely bankable and, where it is not, identifying what financial, legal, collateral, equity or operational improvements are necessary before approaching capital providers.
INDO–UAE INVESTMENT STRATEGY
The CIO will help establish Dubai as BLACKBULL's international investment, fundraising and strategic coordination base while developing investment opportunities connected with India.
The objective is to create stronger relationships between Indian businesses and assets and UAE/international capital providers.
The CIO will work with management and professional advisors to develop compliant structures for investment, financing, asset management, investor participation and capital deployment.
All cross-border investment and financing structures will remain subject to applicable UAE regulations and Indian requirements, including relevant FEMA, RBI, SEBI, tax, AML/KYC and sector-specific regulations and approvals.
PRE-REVENUE PROJECT RESPONSIBILITY
Candidates must clearly understand that BLACKBULL's new Indo–UAE project is presently at the pre-revenue and development stage.
Accordingly, the CIO should be comfortable building institutional relationships and financial infrastructure before full-scale commercialization.
The role requires an entrepreneurial investment leader capable of transforming an existing business concept, professional network, technology platform and project pipeline into an institutionally financeable and commercially sustainable investment ecosystem.
The candidate should be prepared to present a practical 90–180 day execution strategy covering fundraising, banking relationships, asset pipeline development, investor acquisition and initial transaction opportunities.
CANDIDATE PROFILE
BLACKBULL is particularly interested in candidates with 10–15+ years of relevant experience in areas such as:

MBA, CFA, CA, ACCA or equivalent banking, investment or financial qualifications are advantageous.
More importantly, candidates should demonstrate real transaction experience, institutional relationships, investment judgment and execution capability.
PERFORMANCE EXPECTATIONS
This is an execution-oriented C-suite appointment.
Candidates should be prepared to demonstrate:

No specific fundraising amount, financing approval or transaction closure is guaranteed through appointment. All transactions remain subject to investor/lender approval, due diligence, valuation, documentation, regulatory requirements and commercial feasibility.
COMPENSATION & LONG-TERM PARTICIPATION
For the appropriate CIO candidate, BLACKBULL may structure compensation through a combination of:
